Army Corps of Engineers Availability of Decision Document Engineer School / Fort Totten (aka Fort Totten Coast Guard Station) Bayside, Queens, New York *********************************** The U. S. Army Corps of Engineers (USACE) has finalized the Decision Document, addressing the Engineer School / Fort Totten (aka Fort Totten Coast Guard Station) Formerly Used Defense Site (FUDS). Based on the results of investigations performed at Areas 1-5, and the evaluation presented in the Feasibility Study and Proposed Plan, the decision is to remove soils from Area 1 that contain lead concentrations greater than background, i.e., to implement Alternative 4-Removal, Off-Site Disposal and Backfill. Area 1 will be backfilled with certified clean fill and topsoil, and re-vegetated. The estimated cost of the remedy is $451,000, which will be implemented subject to availability of funds. The decision for Areas 2-5 is “no further action.” The New York State Department of Environmental Conservation (NYSDEC) has concurred with the soil removal decision at Area 1. Although no further action will be taken at Areas 2-5, NYSDEC’s soil clean up objectives were exceeded at several sampling locations within each of these areas; therefore, NYSDEC intends to issue an Environmental Notice of their own on the property, not within the scope of the USACE remedy. NYSDEC intends to issue the Environmental Notice, notwithstanding an assessment of risk conducted by USACE, which concluded unlimited use/unlimited exposure at Areas 2-5 (with no further action). The Responsiveness Summary, included as a part of the Decision Document, specifically addresses public comments received during the decision process. The Decision Document is available for public review at the Bay Terrace Library, 18-36 Bell Blvd., Bayside, New York 11360; telephone (718) 423-7004.
