New York State Department of Environmental Conservation Notice of Complete Application Date: 03/13/2015 Applicant: DANIELS SHARPSMART INC 135 S LASALLE ST STE 2850 CHICAGO, IL 60603-4 145 Facility: HEALTH CARE WASTE SERVICES 1281 VIELE AVE BRONX, NY 10474 Application ID: 2-6007-00213/00005 Permits(s) Applied for: I - Article 27 Title 7 Solid Waste Management Project is located: in BRONX COUNTY Project Description: Proposed is a modification to the existing permit to allow for the operation of a Regulated Medical Waste (RMW) transfer station, managing 80 tons per day (1600 cubic yards per day), an increase of 100%, of RMW with on site storage of 800 cubic yards; and the onsite treatment of RMW with two autoclaves and a medical device reclamation unit. The facility will continue management of conditionally exempt small quantity hazardous waste (CESQ), not to exceed 675 gallons per day with a maximum on site storage of 1734 gallons. Site alterations include the construction of an indoor above ground transfer platform, the installation of a sharps consolidation and container washing system. An increase in operational hours is proposed from 24 hours, six days a week to 24 hours 7 days per week. Document repositories established for this project are located at the office of Community Board#2, 1029 East 163rd Street, Bronx, and New York Public Library @ Hunts Point, 877 Southern Blvd, Bronx. Availability of Application Documents: Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person. This project is subject to the Department’s Environmental Justice Policy and an enhanced public participation plan has been prepared and accepted as a component of application completeness. As part of the plan, a document repository has been established near the project area that contains application and project related materials. Information on the repository location and other outreach components of the plan is available from the identified DEC contact. State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed. SEQR Lead Agency None Designated State Historic Preservation Act (SHPA) Determination: Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required. DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29): The proposed action is subject to CP-29. An enhanced public participation plan was submitted by the applicant and has become part of the complete application.
